The State Land Cadastre will be opened since 2013

26.08.2011 12:46 "Agro Perspectiva" (Kyiv) — Archives will not burn and lost any more, illegally borders of a plot will not be changed and hectares of land with the stroke of the pen will not be defalcated, cases when some proprietors apply for one site will not repeat. This was declared by the Head of the State agency of land resources Sergiy Tymchenko during on-line conference on topic: «How to issue the rights to the land». From now all information without distinction about the ground areas of the country will be in one protected seat, in a uniform format and in an electronic type. In fact the Law «On the state land cadastre» liquidates information vacuum about the land areas. The cadastre will be opened for all citizens since 2013. This information will be in the Internet for free viewing. «We automated all processes and we enter comfortable service of citizens by a principle of a uniform window. Automation of processes will allow minimizing personal contact of the citizen and the official so, it will bring to nothing also a corruption component», — the Head of the State agency of land resources informed. From now on in regional departments of the State agency of land resources the position of the State cadastral registrar is entered. A person does not need to go to get a cadastre to different cabinets any more and to address to the Centre of the state cadastre. It is enough to citizen to visit the registrar of a regional land office, to hand over documents and in timeframes neatly designated by the law to take answer. The legislator has established, that registration of the property rights will borrow no more than 14 days, delivery of extracts from a cadastre at the same day, and other information should receive in ten-day timeframe. Actions of the registrar personified — he will have own press and a digital signature. The registrar bears the personal responsibility for correctness of input and delivery of the information, as well as for compliance with timeframes. For infringement of timeframes and the wrong information the registrar is assessed with penalties from 20 up to 50 free minima and if the mistake repeats throughout a year — penalties increase in 10 times. The principle of a uniform window will operate and at registration of deals at the notary. Citizens do not need to address in bodies of agrarian resources for information any more. The notary himself will come into an electronic database, download all necessary documents and will lead operation. Answering a question of journalists: — What should people do with state certificates on the ground which since 2013 will be cancelled? — Sergii Tymchenko told: "At once I shall calm all owners of the land — old state certificates will be always valid! In return Ukrainian state register under authority of the Ministry of Justice will give the certificate on the property right. So, since 2012 each citizen on own experience will feel comfort of work with land bodies, their transparency and an openness. There will be no turns any more and delays in delivery of documents. Procedures will pass all in the precise timeframes established by the Law.
