Poroshenko urged newly elected mayors to use opportunities of decentralization actively

As of today, the Ukrainian President Petro Poroshenko had a working meeting with newly elected mayors, President Petro Poroshenko Press Office reports.
As to the report, within the meeting the President highlighted the importance of active use of decentralization opportunities. The Head of State emphasized that constitutional amendments provided for a real decentralization of power, conveyed substantial share of powers and responsibility to local authorities and helped achieve peace, which is vital for Ukraine.
Reportedly, the President reminded that constitutional amendments on decentralization had been adopted only in the first reading so far, but due to the amendments to the Budget and Tax Codes, local communities had already received substantial additional resource. «Today, local budgets in Ukraine have increased by 40% on average - it is already a real financial independence of local governments,» the Head of State stressed.
As to the report, the President emphasized that one of the key tasks of the Government is to ensure the unity of Ukraine. «Decentralization will not weaken central authorities in terms of defense, foreign policy, national security, rule of law, compliance with rights and freedoms of people,» the President noted. According to the constitutional amendments, in order to monitor the observance of the Constitution and the laws of Ukraine by local authorities and implement state programs, it is suggested to introduce the institute of prefects. «Ukraine should be defended. Prefects are your partners in developing and saving of Ukraine,» the President concluded.
