Azarov: Registration of immovables should be carried out quickly and easily

On January 28, Mykola Azarov instructed to create a working group, which would develop the best solutions for improving the performance of state registration service, Mykola Azarov Official Website reports.
"A man should register his rights as easy as possible. You should inform about the work of the system all the time, through different channels. If needed — explain further — Prime Minister stressed at the Cabinet meeting. — If there is a need to improve something — prepare proposals. The Government will support. But it is necessary to organize the work so that it would not rouse censure, but indeed greatly simplified the registration. "
According to the Chairman of the State Service for regulatory policy and development of entrepreneurship Mykhailo Brodsky, who last week on the instructions of Mykola Azarov inspected one of the registration centers, the drawbacks are inconvenient location of the office premises, distance cash registers to receive payments, the lack of service offices in each district, as well as long queues. In addition, it was found that the population is poorly informed about the work of relevant authorities. For example, in one of the centers in Kyiv on Saturday there were only two visitors, while during the week there were long queues, indicating a lack of public awareness of the work schedule.
In general, according to the Deputy Minister of Justice Dmitry Vorona, the new system significantly reduces paperwork. On the status of every application you can learn on-line — being at home. There you can also learn about the maturity of the documents. On the average, a citizen will receive a document in 4–5 days after application, and subsequently, the term can be reduced to 1–2 days. Now 82% of applications are being considered by registration service and only 18% — by notaries. This is mainly due to the paperwork, which had not been finalized since last year. But in 3–4 months the lion’s share of ownership rights will be registered exactly by notaries, who certify sales transactions. It will take you about an hour. That is the new system is not yet fully functioning, but it is much more advanced compared to the order of registration of rights to real property, which existed up to now.
