Azarov: We must do everything to improve the investment climate. It is a matter of honor for the Government

Prime Minister of Ukraine Mykola Azarov personally keeps a check on the work of improving the investment climate in Ukraine. According to him, the ministries and departments should much more actively introduce deregulation, reform the authorization system, licensing and more.
Yesterday the Prime Minister held a meeting on the preparation of proposals for improving the investment attractiveness of Ukraine, Government Portal reports.
Mykola Azarov noted that the Economy Rankings Doing Business has recently been published, the results of which Ukraine in comparison with the previous year rose by 15 steps: from 152 to 137. 185 countries participated in the ranking, which ranged from 11 indicators: ease of doing business rank, starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency.
Prime Minister noted that Ukraine has some progress, but such figures can not yet meet: «Not always we have achieved positive results, or at least desirable rates. Therefore, we are faced with an important task for improving the investment climate in the country. We have done much, but this work must continue and intensify».
«In terms of deregulation, say starting a business, Ukraine is well advanced: to 50 positions and occupies 66 places», - Mykola Azarov said.
It was noted that during the business registration number of procedures can be reduced, for example, by the abolition of mandatory use of stamps and the cancellation of the existing order of registration in government statistics. The Prime Minister said that these issues need to operate again and take appropriate action.
However, the Prime Minister focused on the difficulties faced by the business during liquidation business. «Here, try to close the factory! And in a market economy it is absolutely natural process. For the common man it is quite a difficult task - you need to go to a huge amount of any funds, organizations to get a many documents to divert at least a month for review. As a result of the liquidation procedure is delayed a year, and then, if well run, - Mykola Azarov. - This field sitting officials who have adapted to any policy, any government and require „payment» for their services, because at any power they took, continue to take what creates great obstacles".
Reporting on this issue, Justice Minister Oleksandr Lavrynovych said that from a new year will come into force a law to restore the solvency of the debtor or bankruptcy, which has been prepared with the World Bank, and which will significantly shorten the cessation of business. "The rest of the aspects we are legally settled. And if liquidation actually happens of acting enterprise, it may be done for 64 days, «- said the Minister.
Mykola Azarov, in turn, said that with the introduction of e-statements can be checked quickly, without delay, „We do not be overly reinsured, because it turns out that businessmen suffer“.
The Prime Minister is concerned about the situation regarding building permits. „I am very concerned about the negative reviews regarding licensing procedures in the construction, connection to electricity and other issues. Obviously, if we do not put things in order in this case, we are not shifted from the meter point in the construction industry,“ Mykola Azarov emphasized.
Prime Minister said that today he met with builders who raised this topic. Mykola Azarov said that the terms of registration permits for construction decreased from 385 to 180 days, but the managers of construction companies complain that this term is not always possible to meet. „Why our responsible authorities do not issued approvals to legally prescribed terms?“ - Asked the Prime Minister, addressing the meeting’s participants.
As a result of the meeting was requested the Ministry of Economic Development and Trade, the Ministry of Finance, the Ministry of Energy and Coal Industry, the Ministry of Justice, Ministry of Regional Development and the State Service of Ukraine for Regulatory Policy and Entrepreneurship Development considering suggestions made during the meeting, to develop and submit to the Government the draft regulations aimed at further improving the investment environment in Ukraine.
In addition, ministries and agencies were instructed during the drafting of the National Plan of Action for 2013 to implement economic reform program for 20102014 »Prosperous Society, Competitive Economy, Effective State" to provide measures which implementation will provide a significant improvement of international business rankings Ukraine.
The relevant work has to be carried out in close cooperation with the Parliament.
«We must do everything to improve the investment climate in the country and reduce bureaucracy. We should work on economic freedom. And the government, of course, this work will support,» Mykola Azarov summed up.
