Medvedev outlines way to prosperous Russia

In his opening speech at the annual international industrial exhibition in the Russian city of Ekaterinburg, Russia’s Prime Minister Dmitry Medvedev outlined his vision of the country’s future industrial development.
One of the main tasks for Russia now is to make its production competitive at the world market, Mr. Medvedev believes. He also thinks that Russians should change their attitude towards business people, which, to a big extent, still remains negative (such mentality is a heritage of the Soviet time, when any private business was totally banned).
Mr. Medvedev believes that Russia has chances to occupy «positions very close to the leading ones» in the world economy by 2018.
In his speech, the Russian prime minister said that launching the production of any new goods should undergo 4 stages.
«First, already at the stage of designing a new product, all expenditures for its production and exploiting should be thoroughly calculated. Second, currently, the very process of engineering is currently being intensively computerized, but Russian engineers are still not very accustomed to this. Time has come for them to learn new ways of thinking. The third point is that in modern products, materials of new generation should be used. And, the fourth point — we should develop new types of industrial structures.»
Mr. Medvedev believes that at least 25 mln new effective jobs should be created in Russia before 2020. He insists that Russia’s economy should stop to be based mainly on exporting raw materials. Instead, such branches of economy as aircraft industry, shipbuilding, pharmaceuticals industry and metal industry should develop.
The productivity of labor in Russia should rise 1.5 — 2 times, the prime minister believes. However, so far, this process is going rather slowly.
«The main aim of the modernization which Mr. Medvedev suggests is to shorten the period between conceiving a project and its implementation,» Russian political analyst Iosif Diskin says.
«Unfortunately, in Russia, very often, many years pass between the appearance of an idea and its implementation. When the idea becomes implemented, it turns out very often that it has already become outdated. This often makes Russian production uncompetitive.»
Dmitry Medvedev expects serous positive changes in Russian economy already within the next 2 or 3 years. More substantial results should be expected in 5 to 7 years. All what Russians have to do for that is to keep on working.
