Putin announces new government

Russia’s President Vladimir Putin announced the country’s new government and signed a decree in this effect on May 21. The major part of the Cabinet has been changed. The President also introduced two new posts — the Minister for the Far East Development and the Minister for Open Government Relations.
Before forming the government, Putin held consultations with candidates for ministers, their deputies and deputy-premiers. Putin even missed the Camp David G8 summit to hold these consultations.
«I met practically with every candidate. I have signed all appointment decrees and want to wish you luck. I think it would be right if we call up the new Cabinet now, and announce new appointments.»
The Prime Minister will have the same number of deputies but only one first deputy premier-Igor Shuvalov.
Vladislav Surkov, Dmitry Rogozin, Dmitry Kozak and Alexander Khloponin kept their posts of deputy premiers. Khloponin is also presidential envoy in the North Caucasian Federal District.
Ex-presidential aide Arkady Dvorkovich and ex-deputy Moscow Mayor Olga Golodec were also appointed deputy PMs.
Only five ministers from the previous government kept their posts-Foreign Minister Sergey Lavrov, Defense Minister Anatoly Serdyukov, Finance Minister Anton Siluyanov, Justice Minister Alexander Konovalov and Sports Minister Vitaly Mutko.
The rotations could have been caused by new tasks faced by the Cabinet. Right after his inauguration, Putin signed a number of decrees which some experts called revolutionary.
Putin stated that the government will be challenged by a complicated economic situation:
«Dear colleagues, you have a very complicated but specific work ahead. The global economy is now uncertain and such are the circumstances in which we have to implement a strategy for the country’s development.»
Mr. Putin added that the previous government did a great deal but the new one has tasks to complete and implement.
