Cabinet to speed up grain traders VAT reimbursement

As to Premier Yuliya Tymoshenko briefing report, Cabinet has decided to accelerate grain traders VAT compensation payments.
«We would like to accelerate VAT compensation payments to all grain traders which buy grain and then sell it on market,» declared Premier.
Tymoshenko specified accelerated VAT compensation payments will be made only to those grain traders which will show copy of grains purchase contracts made directly with Ukrainian agricultural producers at Cabinet fixed minimal prices/up.
«Those grain traders which have bought grains up to shadowy schemes resulting in dumping sale prices won’t be granted VAT compensations,» emphasized Premier.
She added State Taxation Administration (DPA) will control/check all contracts presented by grain traders.
As to Cabinet Decree № 1082-ð (from Aug 6, 2008), Cabinet had commissioned DPA to bring necessary changes into its regulations until Aug 13, 2008 in order to simplify VAT reimbursement procedure.
«Within a week, DPA should bring changes into its regulations regarding simplifying of VAT reimbursement payments to grain traders — grain exporters,» runs Decree.
As to Decree, VAT is to be compensated only to exporters which had purchased grains directly from agricultural producers at exchange market prices (yet not below Cabinet fixed minimal prices).
Reportedly, Cabinet had allowed Agrarian Fund to perform grains export operations.
