Coalition to transfer Agrarian Fund from Ministry of Agrarian Policy into Cabinet subordination

As to Ukrainian parliamentary coalition program, coalition binds itself to transfer Agrarian Fund from Ministry of Agrarian Policy into Cabinet submission. As to program, coalition is intended to subordinate Agrarian Fund to Cabinet with Supervisory Council creation; Council should include executive authority central bodies representatives responsible for country economic, financial and agrarian policy forming. Besides, coalition also binds itself to use Agrarian Fund goods/financial interventions only to form State Food Reserve and assure market balance. Coalition says foods/financial interventions targeted at minimal/maximal prices establishing will be made only up to Ukrainian goods exchange market prices. Coalition is going to bring corresponding changes into Law “About State Support of Agriculture of Ukraine.” As well, changes are planned to be brought into Law “About State Material Reserve.” As to changes, State Food Reserve is to be formed only by Agrarian Fund; State Committee for Material Reserves is obliged to accumulate/sell agricultural products only within mobilization reserve limits. Besides, as to program, State Committee for Material Reserves should give to Agrarian Fund agricultural products piled up over minimal accumulation norm. Agrarian Fund functions as Ministry of Agrarian Policy structural subdivision; Fund performs foods interventions/mortgage purchases. State Committee for Material Reserves performs foods purchases within Government-fixed limits to ensure State food security.
