Russia is ready to deliver the foodstuffs to Angola

24.03.2007 12:50 "Agro Perspectiva" (Kyiv) — As transfers(transmits) the PRIME-TASS, Russia and Angola will continue work above the agreement on encouragement and mutual protection of investments. The prime minister of the Russian Federation Michael Fradkov has informed on it(this) to journalists, making comments on results of intergovernmental negotiations. As he said, the given theme was discussed at the negotiations, however not coordinated(agreeed) there are some more positions. In particular, it is not solved a question on distribution of principles of the new agreement on already operating(working) projects. Zamglavy Minpromenergo Ivan Materov has added, that not settled also there are questions of definition of the investor and in what courts(vessels) arising disputes should be resolved. It(he) has noted, that the given agreement is necessary, as in the legislation of Angola there are blanks and without the similar agreement it is complex(difficult) to Russian companies to conclude multi-billion contracts. M. Fradkov has noted, that the parties(sides) are measured(going) to find the coordinated(agreeed) decision of all questions, concerning(touching) the given agreement. " The desire to agree starts to prevail ", — the prime minister has told. On results of the last negotiations the intergovernmental report on inventory of bilateral contracts and the memorandum of mutual understanding between the Ministry of Agriculture of the Russian Federation and the Ministry of Agriculture and developments of village of Angola about cooperation in the field of an agriculture have been signed. According to " the Country. Ru ", Russia is ready to deliver the foodstuffs, including grain to Angola. " If Angola will show such desire we are ready to such cooperation, we have all opportunities — both material, and technical ", — has declared the deputy minister of an agriculture of the Russian Federation Igor Rudenya. " We are ready to deliver to Angola in particular and grain as standard items which can be interesting to Angola, will not put(render) damage to grain balance of Russia ", — I.Rudenya has told. The signed memorandum assumes as well cooperation of Russia and Angola on agricultural machinery. " Russia can organize deliveries of such technics(technical equipment) or even to consider(examine) opportunities of creation of joint ventures on its(her) manufacture ", — has noted the deputy minister. One more direction of cooperation, as he said, can become in the near future veterinary science, the fytosanitory control, joint researches in the field of agronomics, use of water resources. In particular, according to I.Rudeni, considering that fact, that northern borders of Angola are opened(open), " and there are migrating kinds of animals which represent potential danger of serious diseases, and such cases are — Russia could carry out technical support in the organization of the veterinary control and nedopushcheniya occurrence and distributions of similar diseases. Russia and Angola consider(examine) an opportunity of creation " the coordinated(agreeed), typical form of fytosanitory certificates which would create a legal basis for possible(probable) cooperation of business in an exchange of the foodstuffs ", has informed the deputy minister. " Such exchange while is not present, but if managing subjects will want something to deliver, the coordinated(agreeed) kind of the document would allow to develop this cooperation ", — has noted the deputy minister. It(he) has explained, that now at Russia and Angola " different forms of the control of diseases and acknowledgement(confirmations) of the facts of their absence ".
