Rada prolonged cultivated lands sales moratorium till 2008

Verkhovna Rada has prolonged agricultural purpose lands sales moratorium until 2008. Draft Law "About Bringing Changes to Clause 15 of Part X «Transitional Provisions of Ukrainian Land Code» was voted for by 354 people deputies (necessary — 226). Besides, deputies prohibited to change purpose-oriented usage of agricultural purpose land plots; deputies obliged Cabinet to develop within 6 months draft Laws about bringing changes to Ukrainian Laws on land mortgage/leasing in sphere of property right pledge/land plots mortgage and to art. XX of Ukrainian Land Code to perfect procedure of land plots purpose-oriented usage change. Draft Law supplementary note says in case if cultivated lands sales are permitted since 2007, most lands will be sold off at dumping prices, what may cause social cataclysms due to neither lands cadastre nor lands cost evaluation procedure has been completely elaborated yet. As earlier reported, Rada had initially planned to introduce cultivated lands sales moratorium until 2008. Law "About Bringing Changes to Clause 15 of Part X «Transitional Provisions of Ukrainian Land Code» had been voted for by 398 people deputies (necessary — 226). Before Parliamentary election, political block Nasha Ukrayina had declared it was against moratorium prolongation. Ukrainian Socialist Party is for moratorium prolongation until 2012. Nov 2005 President Viktor Yushchenko had commissioned Cabinet to elaborate country land market forming/development concept. End 2004 President Leonid Kuchma had signed Law «About Bringing Changes into Ukrainian Land Code» stipulating cultivated lands sales moratorium prolongation until Jan 1, 2007.
