FAO, Interpol: Ukrainian domestic illegal pesticide turnover requires immediate action

As of this week, the FAO (UN Food and Agriculture Organization) has joined the initiative by Interpol and the US Patent and Trademark Office to launch a large-scale anti-counterfeit pesticide campaign within Ukraine, UNIAN says referring to the FAO report.
As to the report, as to various estimates, the share of the pesticides counterfeit products on the global market is about 15%, while within Ukraine - about 25%. As of now, this type of criminal business is within TOP-10 as for the profitability, Interfax-Ukraine says referring FAO report.
Thus, that is why Interpol, the USPTO, FAO and major plant protection products producers have gathered for a working meeting this week in Kyiv to examine the Ukrainian current situation, propose effective countermeasures against counterfeit goods, and exchange international experience.
It is to be admitted, the methodology of counteraction against the counterfeit/smuggled pesticides includes prevention, preparation, and response to the already committed crimes.
As to the report, within the meeting, main ways for the emergence of counterfeit products on the domestic markets were analyzed as well as the scale of local pesticide output.
«Fighting counterfeit pesticides without making any influence upon the demand on the part of the domestic consumers is meaningless. Therefore, one of the necessary countermeasures is raising awareness among agricultural producers,» Mykhailo Malkov, FAO Development Coordinator within Ukraine, admits.
As to Malkov, now the Ukrainian domestic pesticides market faces a crisis situation due to illegal output. Malkov admitted that now, as to the law enforcing bodies’ data, the most common cases of the pesticides’ output include fake products being manufactured from legally imported active ingredients, counterfeit containers being produced, and empty containers - reused; besides, the banned pesticides that have been withdrawn from the market are returned, and expired products - re-packaged.
As to the report, the meeting participants have unanimously agreed that the only way to deal with the seized counterfeit or unusable pesticides is to treat them as a hazardous waste.
