Arbuzov: Improvement of Ukraine's position in Doing Business ranking is best estimate of our efforts in deregulation of business

29.10.2013 17:44 "Agro Perspectiva" (Kyiv) — World Bank experts, in preparing the next Doing Business 2014 ranking, have appreciated the efforts of Ukraine on facilitation of doing business in the country. This was stated by the First Vice Prime Minister Serhiy Arbuzov, commenting the improving of the country’s position in the ranking on ease of doing business, Government Portal reports. «Improving the ranking of Ukraine once by 28 positions per year is the best illustration of the effectiveness of our efforts regarding creating of a favorable business environment, reforming bureaucracy and simplifying business doing. On major the prerequisites for improving our position in the Doing Business rankings this year were laid by undertaken reforms in 2012 that were not reflected in the previous rating. Although the process of improvement in areas such as construction, registration of property, tax, customs procedures is obvious,» S. Arbuzov said. At the same time, the First Vice Prime Minister said that the Doing Business rankings of this year has not reflected recent reforms. In particular, with regard to the protection of property rights and other implemented reforms. «I’m confident that next year Ukraine will demonstrate not less progress than this year and we will be able to fulfill orders of President Viktor Yanukovych that Ukraine enter the first 100 countries with the most favorable business climate of the ranking. This year we have implemented a number of reforms in the area of property rights: on the government level started to operate a special commission to protect the property rights and interests of investors, anti-raiding legislation has recently been improved. We continue to work on improving tax administration, reforming the system of administrative services to minimize business contacts with government officials to reduce corruption risks for business. This is just a small list of our planned reforms that I’m sure next year will allow Ukraine surely enter a hundred countries with the most favorable business climate,» S. Arbuzov said. For reference: today the World Bank has promulgated the next in succession Doing Business ranking, showing that Ukraine has risen by 28 positions at once and got 112 position in the overall ranking 112 (among 189 surveyed world economies). Among different directions of the rating, Ukraine has shown the best results in the sphere of receiving of permissions for construction work (from 183rd up to 41st position) and registering property (from 197th up to 97th position). In what concerns the ease of receiving the loans for doing business, this year Ukraine has got 13th position in the overall Doing Business ranking. Besides, the World Bank study confirms that Ukraine has made reforms in 8 of the 10 researched areas.
