President of Ukraine Leonid Kuchma has entrusted Victor Yanukovich and Ivan Kirilenko to strengthen state control for disinfection of agricultural production for export
08 January 2003 "AGROPERSPECTIVA" (Kyiv) - The president Leonid Kuchma has entrusted to the prime minister Victor Yanukovich and vice-prime minister Ivan Kirilenko to strengthen the state control in sphere of fumigation of production of plant growing at its export and transit through Ukraine. The press-cutting service of the President has informed on it to the Ukrainian News agency. In particular, Leonid Kuchma has entrusted to strengthen state control for observance of the antimonopoly and quarantine legislation in this sphere and also the legislation in sphere of pricing. Leonid Kuchma has entrusted Victor Yanukovich and Ivan Kirilenko to increase budget receipts from services of fumigation. Besides prime minister and vice-prime minister should create the state company for carrying out fumigation at the basis of fumigation groups of Main State Quarantine Inspection of the Ministry of Agrarian Policy. According to the information of the agency, the Antimonopoly Committee accepted the decision to fine the company Pest Control Ltd. by 133 Ths.UAH for establishment of monopoly at the market of desinfection of the grain consignments at the end of the last year. Besides the Antimonopoly Committee of Ukraine fined State Quarantine Inspection by 25 Ths.UAH for infringement of the antimonopoly legislation. According to the data of the Ukrainian Grain Association, the cost of the services of fumigation of grain of the company "Pest Control Ltd" amounts to 1.35 USD/MT, while the average cost of similar services is 0.3 USD/MT in Europe. The companies forecasted that grain export will be at 10 Mln.MT in 2002/2003 years. The estimatioon of the Cabinet of the Ministers of Ukraine is at the level of 12-13 Mln.MT. In 2001/2002 marketing year the export of grain increased by 550% or 7.7 Mln.MT up to 9-9.1 Mln.MT in comparison with 2000/2001 marketing year. Earlier Canada forbade import of ukrainian wheat after disclosure of dwarf bunt of wheat in one of consignments of the grain which was delivered from the Ukrainian ports. Simultaneously France found out the rests of the dichlorodiphenyltrichloroethane (dust) in one of consignments of the ukrainian grain.
