Cabinet permitted Agrarian Fund to buy non-qualitative rye for Food Reserve in 2007/08

As to Cabinet Decree ¹ 725-ð. from Sept 11, 2007, Cabinet has allowed Agrarian Fund to purchase, as an exception, rye characterized with lowered “test weight” (i.e. grain weight per 1 liter) for State Food Reserve in 2007/08 MY. “As an exception, Agrarian Fund is permitted to buy 1-3 classes rye in 2007/08 MY for State Food Reserve with “test weight” index down 15% against official standard 4522:2006 “Rye. Specifications” fixed by State Committee for Technical Regulation and Consumer Policy (State Standard),” runs Decree. As to Agro Perspective earlier report, Government Committee for Agrarian-Industrial Complex had approved Cabinet draft Decree stipulating Agrarian Fund purchases of rye with “test weight” index down 15% against official standard fixed by State Standard. As to Cabinet, this will enable Fund to buy more rye in order to stabilize country market prices situation. Earlier, Volodymyr Ivanishyn, Agrarian Fund General Director, declared Fund had already asked Cabinet to permit buying lowered normative weight rye; Ivanishyn said change of GOST standard was necessary for Fund to timely fill Food Reserve stocks up to level required by Cabinet and due to this year rye low crop. As to Agro Perspective, this year agrarians have harvested 458,300 winter rye. In 2006 agrarians had harvested 583,600 MT rye at 359,600 ha (average yield – 16,2 metric centners per ha). 2006 grains crop totaled 34.3 mn MT, down against 38.015 mn MT in 2005.
