Melnyk suggests grains export releasing

Speaking on Ministry of Agrarian Policy Feb 5 meeting, Yuriy Melnyk, Minister of Agrarian Policy, has proposed to release for export grains accumulated on country ports elevators. As to Minister, grains export problem final solution will be elaborated with regard to grains producers, traders and State interests; country grains market situation will be examined in short run on Vice-Premier Andriy Kluyev meeting. Besides, Minister has offered 2 ways to solve feed grains export quoting problem: quotas raising and quotas canceling. Ministry of Agrarian Policy Feb 5 meeting has decided to examine country food wheat market situation in Feb-Mar. While speaking on meeting, Melnyk said 24 warehouses (in Donetsk, Zaporizhia, Myckolayiv, Odessa and AR of the Crimea ports) inspection results proved that warehouses contained in total 837,000 MT grains (incl. wheat 227,000 MT, barley 586,000 MT and maize 23,000 MT). 5 of 24 warehouses appeared to have not been certificated for grains storage. Non-certified warehouses contained 28,000 MT grains. 79,000 MT grains (of total contained on warehouses) storage condition was estimated unsatisfactory, 300,000 MT critical. Melnyk made it known recent State inspection of country ports elevators to determine grains quantity/storage conditions had been organized due to grain traders repeated requests/First Vice-Premier Myckola Azarov commission. As to Agro Perspective earlier report, Ukrainian Government established 1.106 mn MT grains export quotas (incl. 3,000 MT wheat, 3,000 MT rye, 600,000 MT barley and 500,000 MT maize) until this MY (Jul/06-Jun07) end. Government motivated quotas introduction with necessity to assure country food security.
