Government adopts draft Law stipulating Ukrainian gradual from ozone-depleting substances

As of this week, Cabinet has adopted a draft law «On ozone-depleting substances and fluorinated greenhouse gases» elaborated by the Ukrainian Ministry of Ecology and Natural Resources, which stipulates for reducing of the Ukrainian consumption and eliminating the circulation of these substances, Government Portal reports.
As to the report, the Ukrainian Minister of Ecology and Natural Resources Ostap Semerak noted that the bill was shaped in order to fulfill international obligations undertaken by Ukraine (in part., the Montreal Protocol on Substances that Deplete the Ozone Layer and the EU-Ukraine Association Agreement).
«Ukraine does not produce any ozone-depleting chemicals, but it actively imports them from abroad. For a long time, we have not had a necessary legislation that would regulate import and consumption of these substances,» Semerak stressed.
«Ukraine has undertaken a number of international commitments to protect the ozone layer and prevent climate change. This also relates to the gradual reduction and further cessation of the use of ozone-depleting substances. This is a normal practice for the world leading countries, and I think that Ukraine will handle this task», the Minister stressed. As to him, the long absence of the necessary legislation did not allow Ukraine to fully control import and export of ozone-destroying substances, and also created obstacles to making of the objective reports on Ukraine as a party to the Montreal Protocol to the Ozone Secretariat.
