Danyliuk: As of now, business receives about 80% all documents at customs via "single window"
23.02.2018 16:03 "Agro Perspectiva" (Kyiv) —
As of this week, while sharing an interview with the Ukrainian Week edition, Ukrainian Minister of Finance Olexandr Daniliuk has said now within Ukraine about 80% of all documents are issued to the business representatives through the «single window» system.
As to him, the launch of this system is a revolutionary step, which forces all those State authorities who control the goods within the Ukrainian customs territory to work as a whole system. That is, since now on, the business will have to deal only with the electronic format State.
It is to be admitted, since this year Feb 1, the «single window» became obligatory for use throughout the country (though with certain transitional provisions).
«Now it has become much more difficult to hide something, because all the documents for customs clearance are submitted in advance, and the goods which arrive to the customs are already registered within various services. Thus, it is very difficult to allow some truck to slip through the customs unnoticed or to let it evade any kind of customs’ control. Thus, all those officials who make abuses have already become apprehensive of getting into a trouble - since the the „single window» system shows everything clear. So, the Ukrainian business now is gradually beginning to clearly understand who is
responsible for the customs clearance process, which documents are to be submitted, how much time the customs control procedure must take, who is to blame in case if the procedure is delayed and whether the delay is motivated. Thus, we monitor this process and constantly improve the procedures ," Danyliuk added.
