Groisman: Decentralization resulted in local budgets boost and administrative services improved quality

As of yesterday, while speaking within a meeting with representatives of the Association of Consolidated Communities, Ukrainian Prime Minister Volodymyr Groisman said the growth of local budgets and the gained opportunity of local authorities to solve people problems and provide high-quality services prove the success of the decentralization reforms and the correctness of the chosen model, Government Portal reports.
«The fact that we can observe these days the growth of local budgets and your ability to address people’s problems is the most important thing we were striving to achieve in this direction: to provide opportunities, tools to each of you to be able to provide quality services in education, healthcare sectors, ensure proper environment, good roads, a lot of other issues which surround you in your everyday life,» Groisman said.
As to the report, the Prime Minister, who had initiated decentralization reforms, reminded that this year Apr there had been marked three years since the adoption of the concept of Ukrainian local governance that was the first step and the beginning of the development of local government. Subsequently, within 2015 there had commenced financial decentralization.
«It’s been three years. I am proud that within this room today there are present real leaders of decentralization, local governments, that the model that we had offered — it was criticized then and still is criticized nowadays — has proved its efficiency,» Groisman said, addressing the representatives of consolidated territorial communities.
He stressed that first elected heads of the CC would remain within the country history as pioneers of «a challenging but successful» reform.
As to Groisman, the decentralization reform does not stop. Changes within legislation that are developed, in particular regarding further amalgamation of territorial communities, are the steps forward. In turn, the Government is fully devoted to support the decentralization reforms.
