Pavlenko: Ukrainian 2016 domestic market grains purchase prices up 16%

Since the 2016 beginning, the Ukrainian authorities have resumed the practice of VAT reimbursement on the grains and oilseeds’ export for the Ukrainian companies, thus boosting the country domestic market average grains’ purchase prices, Government Portal says referring to the Ukrainian Minister of Agrarian Policy and Food Oleksiy Pavlenko report.
«Within the period of the VAT reimbursement absence, the exporters used to transfer the financial burden on small and medium producers by undercutting the purchase prices equally to the amount of unreimbursed VAT. So, the unreimbursed VAT was a de facto export duty at the level of 16.7%,» the Minister admits.
«Now, when this practice is stopped, the VAT is reimbursed for exporters, thus the producers receive the real market price. Therefore, given this factor, since the beginning of the current year, the domestic market grains’ purchase prices have boosted from 11% to 26%, while the global spot prices since the beginning of 2016 have dropped for wheat by 7% and maize by 2% (as for the global stock exchanges’ data),» the Minister adds.
Thus, for instance, the Ukrainian domestic market purchase price of 3 class wheat has boosted by 12%, 4 class wheat - by 11%, 6 class wheat - by 16%, rye - by 22%, barley - by 11% and maize - by 26%, the Minister specifies.
