No plans to create fiscal police soon

The creation of fiscal police in Ukraine is not yet a priority task of the authorities, First Deputy Prime Minister of Ukraine Valeriy Khoroshkovsky said in an interview with the Expert magazine.
«The decision to create fiscal police has not yet been made. This is not a matter of action for the government now,» Khoroshkovsky said. He noted that the idea of creating fiscal police is not accidental; it arose from the current practice in Ukraine, when law enforcement agencies and other entities may legally come to enterprises when they like. «This is nothing else but bullying businesses. In particular, for this reason the desire emerged to create a single unit under the Ministry of Finance, which would have contacts with businesses based on the grounds prescribed by the law. And to all others, the road to business should be closed,» the First Vice Premier emphasized. At the same time, he is confident that fiscal police, if established, shall operate under the Ministry of Finance. «But we should not only focus on the creation of fiscal police. In principle, we are on the path of reforming the relationship between businesses and law enforcement agencies, but under a somewhat different concept. For example, the new Criminal Procedure Code has tightened procedures for law enforcement officials visits to enterprises,» Khoroshkovsky said. As reported, in 2013 Ukraine may establish fiscal police, following the example of several European countries, where the structure is subordinated to finance ministries. The government has drafted a bill which provides for the reduction of powers of the Security Service, Interior Ministry and Prosecutor Generals Office to investigate crimes in the economic sphere. The Tax Service of Ukraine opposes the creation of fiscal police. Chairman of the tax service, Oleksandr Klymenko said earlier that only tax service, and not additional structures, should deal with businesses.
