Land Agency: Land reform cannot be separated from agriculture efficiency
25.06.2012 15:21 "Agro Perspectiva" (Kyiv) —
The issue of land reform should not be considered separately from issues involved in improving the efficiency of agriculture and rural development, respectively. Thus, a common goal is to create the right conditions for effective implementation of appropriate legislative initiatives, deputy chairman of the Land Agency, Yevhen Berdnikov told a briefing during the hotline on Friday.
«In particular, peoples deputies pointed out that one of the negative factors hindering the completion of the delineation of settlements is the lack or dilapidation or master plans, country planning schemes, zoning plans and their details. The absence of these documents raises the question of uncertainty of the territorial basis of local government, leading to increased conflicts between state and local authorities,» the official noted. According to him, the recently adopted land law also contains a provision, under which the decision on establishing or changing the boundaries of settlements included in the relevant district shall be taken by the district council at the request of respective local councils. As reported, June 21 this year, the Verkhovna Rada adopted the law on amendments to the Land Code of Ukraine and other legislative acts of Ukraine concerning the land management works relating to the establishment and change of the boundaries of administrative units.
