As to President Viktor Yushchenko Nov 21/08 National Security and Defense Council Nov 21/08 meeting declaration, 5 mn ha of total Ukrainian 31 mn ha agricultural lands “have been already stolen and are now being traded with Government support.” President has accused Ukrainian Government and law-enforcement bodies (Ministry of Interior Affairs, Procurator General Office and Security Service) of inactiveness and assisting in agricultural lands stealing. As to Yushchenko, country law-enforcement bodies “lack courage” to bring to end at least one case referring to agricultural lands abuse. “You have demonstrated your total weakness and inability to do your work,” said Yushchenko, “you don’t know what must you do: firstly steal and then protect, or firstly protect and then steal.” Besides, President has also admitted VR Committee for Agrarian Policy and Land Relations officials are strongly corrupted; as well, he said Ukrainian executive/legislative powers are unwilling to adopt necessary Laws as well as State Land Cadastre and other measures targeted at launching of agricultural lands legal market functioning. “In Ukraine, even all dogs have already been registered; however, lands haven’t been registered yet, – since somebody gets profits on that,” emphasized Yushchenko.
