Government possible to temporary remove sugar/sugar syrups from Belarus free trade regime

As to Cabinet corresponding draft Decree, Ukrainian Government can temporary withdraw sugar/sugar syrups from free trade regime with Belarus, reported Ukrainian National Sugar Producers Association Ukrtsukor representative. As to representative, draft Decree might be examined already on next Cabinet meeting. As to draft Decree explanatory note, within Jan-Sept 2008 Ukraine has imported in total 64,900 MT sugar (incl. 60,400 MT – from Belarus). Sugar, imported from Belarus, was produced from cane raw-sugar and therefore its cost price is 2 times down against Ukrainian (produced from sugar beet). As to draft Decree authors, all that had negatively affected Ukrainian domestic sugar market conjuncture, – esp. within beginning of new sugar production from sugar beet period (this year Sept). Besides, explanatory note also says sugar imported from Belarus doesn’t belong to A quota (i.e. sugar permitted to be supplied to domestic market) and therefore is prohibited to be supplied into Ukraine to satisfy Ukrainian internal consumption. It is to be admitted, within this year Jun Ukrtsukor had initiated antidumping investigation against sugar imported from Belarus (as that sugar was sold in Ukraine at prices below domestic market). Reportedly, each month Ukraine imports ≈ 6,000 MT sugar from Belarus. As to Ukrtsukor data, as of Oct 27/08, Ukrainian sugar plants produced 636,200 MT sugar (2008 sugar beet crop), down 35% against last year similar; plant processed 5.26 mn MT sugar beet from total accepted 7.86 mn MT.
