Ministry of Agrarian Policy to approve farmers financial support scheme

As to Ministry of Agrarian Policy draft Decree «About Approving of Procedure and Conditions of Contest for Providing of Financial Support to Farm Economies on Returnable Basis» (published on Ministry official website), Ministry has proposed to approve procedure/conditions of contest for assuring of returnable basis financial support to country farm economies.
This regulative act has been elaborated to fulfill Cabinet Aug 25, 2004 Decree № 1102 «About Approving of Procedure of Usage of State Budget Financial Means for Providing of Support to Farm Economies» (incl. amendments).
As to draft Decree, contest conditions are to be determined by Ministry of Agrarian Policy.
Besides, draft Decree also stipulates procedure of preliminary work targeted at contest holding; demands to those applying for contest participation in order to receive returnable basis financial support; list of documents to be submitted by farm economies for contest participation.
As to draft Decree, in order to participate contest farm economies should submit: application (2 copies) for returnable basis financial support obtaining; copy of farm economy Statute; copy of certificate confirming inserting into the Unified State Register of Ukrainian Companies and Organizations; copies of documents confirming right of land plot ownership or usage; certificate on farm economy bank requisites; certificate issued by State Taxation Service/Pension Fund corresponding bodies on absence (presence) of indebtedness on Pension Fund taxation obligations/payments; financial balance and farm economy economic activity financial report (drawn up to due form) covering latest fiscal period; business plan with feasibility report on expediency of allocation of financial support to farm economy (incl. schedule of financial means repayments); farm economy proposals concerning its plans to fulfill obligations.
Copies of submitted documents are to be legally certified.
As to draft Decree, main criteria to name contest winners are: assuring of guaranties on returnable basis financial means repayments; investment/innovation projects efficiency/recoupment; creation of additional jobs in rural areas; specialization in manufacture of agricultural products which are deficient in regions wherein farm economies are situated.
Adoption of this normative act will support legal, economic and social bases of farm economies activity as a form of citizens business activity in agricultural sphere.
