Authorities likely to cancel agrarians mineral fertilizers compensations

As to Yuriy Luzan, Deputy Minister of Agrarian Policy, Cabinet is probable to cancel agrarians mineral fertilizers compensations due to compensations program infectivity.
«As of now, State program on mineral fertilizers cheapening is planned to be
postponed or cancelled, due to this program having proved inefficient. And even if it is efficient, its efficiency is directed towards chemical companies, yet not towards agricultural producers,» declared Luzan.
As to him, some chemical companies don’t keep to conditions of Memorandum signed between chemical plants/Government and continue boosting mineral fertilizers sale prices.
«Unfortunately, this problem has not been settled so far,» recapitulated Deputy Minister.
He said now Ministry of Agrarian Policy cooperates with Ministry of Industrial Policy and other Ministries/Departments in order to settle this problem.
Luzan reminded that 2007 State budget stipulates UAH150 mn to be allotted for mineral fertilizers cost partial compensation program. He said Ministry of Agrarian Policy proposes these finances should be rather redirected to other agricultural programs.
«This question can be solved only through adopting of corresponding changes to Law on State budget,» admitted Deputy Minister.
He added that 2007 State budget finances already allotted for fertilizers cost compensation have reached UAH38 mn.
As to Agro Perspective earlier report, a number of country chemical plants don’t keep to conditions of Memorandum on Coordinated Activity between Chemical Companies and Agricultural Producers to Provide Agrarians with Mineral Fertilizers in 2007, signed between chemical plants/Government.
As to Memorandum, this year carbamide ceiling purchase price for domestic agricultural producers shouldn’t exceed UAH1,350 per MT (down against UAH1,363 per MT export sale price), saltpeter ammoniac UAH1,150 per MT (UAH1,010 per MT), nitrate-ammonia-phosphorus UAH1,300 per MT (UAH1,300 per MT), superphosphate UAH625,0 per MT (UAH625,0 per MT), ammophos UAH1,800 per MT (current ammophos export sale price is as high as global).
As to Agro Perspective, within Dec 2006 Ministry of Agrarian Policy/Ministry of Industrial Policy had elaborated/approved 716,840 MT (in terms of nutritive substances) mineral fertilizers shipments schedule in order to create 2007 springtime field works mineral fertilizers reserves/assure country agricultural producers agrochemicals supply.
