Belarus - Russia: "route chart" is established(installed)

28.03.2007 11:56 "Agro Perspectiva" (Kyiv) — As they say on an official site of embassy of Byelorussia to the Russian Federation, the intergovernmental agreement on measures on development of trade and economic cooperation between Belarus and Russia establishes(installs) transparent attitudes(relations) in mutual trade. It(this) was declared journalists by the assistant to the prime minister of Byelorussia Andrey Kobyakov. It(He) has noted, that the signed agreement " establishes(installs) a route chart ". " Thus, when we in the further shall develop those or other agreements in trade, it will allow us is absolutely transparent and it is clear to settle problems with our Russian partners ", — A.Kobyakov considers(counts). As he said, the given document is accepted in conditions, when Russia already practically on a threshold of the introduction into WTO. " And as our partners have incured the certain obligations, that, naturally, it was required, that also áåëîðóññêî-Russian attitudes(relations) have been balanced in view of those obligations which the Russian party(side) has taken at negotiations with the third countries ", — A.Kobyakov has told. The accepted document removes also a number(line) of restrictions on delivery of the goods to the markets of each of the countries. Thus " restrictions about which our partners talk, have formal legal value ", A.Kobyakov has added. As an example it(he) has named deliveries of the Russian beer to the Belarus market. For 3 years in conditions of action of restriction on import and a turn(turnover) of the Russian beer on territories of Belarus of its(his) delivery have increased about 1 million decalitres up to 5 million " If real restrictions on beer were, that, probably, such growth simply would not occur(happen) ", — A.Kobyakov has told. In this case measures of the Belarus party(side) have been directed on ordering of import, maintenance of collecting to the budget of excise taxes. Similar situation and with purchase of the Russian agricultural machinery by Belarus. The Russian partners considered(counted), that Belarus constrains deliveries of the Russian tractors and combines, protecting thus the manufacturer. But figures testify to the return — in the past to year the Kirov factory (St.-Petersburg) has made 900 tractors «Kirovets», Belarus has bought(purchased) such 50 machines(cars). If to take in the ratio this volume is approximately comparable that Russia has put for the selkhozproizvoditelej. The Same situation and with deliveries of the Russian combines to Belarus. In the past to year the republic imported 350 combines while as a whole at the enterprises of Russia it is made 6 thousand units of such technics(technical equipment) from Russia. One more example on purchases of buses " GROOVES " of the Pavlovsk bus factory (the Nizhniy Novgorod area). Belarus in 2006 has bought(purchased) 300 Pavlovsk buses, while buses of a comparable class of mark «MAZ» — the order of 150 pieces. Thus, A.Kobyakov has emphasized, about any discrimination of the Russian goods in the Belarus market cannot go and speeches.
