Agrarian Exchange hopes to be granted grain export contracts exclusive registration right by Justice Ministry
09.08.2006 11:03 "Agro Perspectiva" (Kyiv) —
Ukrainian Agrarian Exchange Market expects Ministry of Justice will register Ministry of Agrarian Policy Decree stipulating all external economic grain purchase/sale contracts to be obligatory registered on Agrarian Exchange, reported Oleksandr Polinskiy, Exchange Director. "We are State-owned exchange market, we don’t take payments for our services or for having registered traders contracts, while all private exchanges offer only paid services. However, even under these conditions Justice Ministry doesn’t agree to register Decree, though Decree contributes to implementation of Law «About State Support of Agriculture» and its rejection means nonobservance of this Law," declared Polinskiy. As earlier reported, Justice Ministry had refused to register Ministry of Agrarian Policy Decree stipulating external economic grain purchase/sale contracts to be obligatory registered on Agrarian Exchange. Ukrainian Antimonopoly Committee (UAC) had officially recommended Ministry of Agrarian Policy to prevent Agrarian Exchange from monopolizing domestic market (what became possible due to Exchange having been granted exclusive right to register external economic grain purchase/sale contracts). However, Ministry of Agrarian Policy, on its part, didn’t consider it possible to cancel Decree on Agrarian Exchange external economic grain purchase/sale contracts obligatory registration.
