The Ukrainian Verkhovna Rada has permitted to borrow at the external market $112,5 US for financing of the grain purchases

21.07.2003 «Agro Perspectiva» (Kyiv) — The Ukrainian Verkhovna Rada has adopted a law, according to which the Ukrainian Cabinet is permitted to borrow at the external market 112 ,5 million USD (600 million UAH) in order to finance the grain purchase for the State Reserve. For the adoption of the law «About inserting the changes into the Ukrainian budget for the year 2003» voted 320 deputies, while the necessary number was 226. As reported the Agency, the deputies Petro Poroshenko and Liudmila Suprun proposed to the Rada to permit the Cabinet to borrow at the external market 112,5 million USD additionally, for the grain purchasing. Besides, the draft law proposes, with the same purpose, to sell to the importers the quotas in the amount of 160 million UAH for the import of the reed raw sugar. The draft law presupposes to increase the incomes of the State budget by 180 million UAH, up to 53 139 million UAH, the expenses — by 780 million UAH, up to 55 774 million UAH, while the external debt’s amount — by 112,5 million USD, up to 8 701 million USD. The deputies proposed the amount of 400 million UAH out of the attracted money to be directed for purchasing of the grain at the Ukrainian market for the State Reserve, while 360 million UAH are to be given to the agricultural producers as a compensation for the grain losses. The deputies also proposed to permit to the State Reserve to sell 200 thousand ton of grain out of the irreducible remainder in order to satisfy the present market’s demand. Earlier Poroshenko had proposed the Rada to borrow at the external market 75 million USD for the grain purchases. The Cabinet forecasts decreasing of the harvest of the food grain this year down to 3 million ton and plans to import about 2 million ton of grain. The internal market demands constitute now 6,3–6,5 million ton/year.
