Groisman: Local authorities must take the lead in forming programs to address pressing regional issues

As of yesterday, while speaking within a meeting with regional media titled «Budget initiatives of the Government for 2017: first honest budget of independent Ukraine», Ukrainian Prime Minister Volodymyr Groisman said the Ukrainian local authorities, using the tools of financial decentralization, the State Regional Development Fund and subventions for socio-economic development, can independently set priorities in solving urgent regional problems and build local programs, Government Portal reports.
«At the local level, based on these or those priorities that exist you must form local programs. In fact, there is necessary funding,» Groisman said while answering a question about the Government-planned measures to tackle the problem of providing the population with potable water in some regions of the country.
As to the report, the PM stressed that within the frameworks of the financial decentralization, Government had already transferred significant finances to the local level. In addition, the 2017 draft Budget stipulates the sum worth UAH9 milliard as expenditures of the State Regional Development Fund and subventions for socio-economic development.
It is to be admitted, part of these funds can be transferred by local authorities through the State Regional Development Fund, for example in case of problems with water to the construction of new wells, water supply pipes and water purification plants, the Prime Minister explained.
«Here is a task for the local authorities. They should determine a priority what they think is best to do», said Volodymyr Groisman. «It is important their were eager to take the lead at the local level,» he summed up.
