Shymkiv: Presidential Administration will be the first English-speaking state institution

The Ukrainian Presidential Administration will be the first English-speaking State institution in Ukraine, President Petro Poroshenko Press Office says referring to the
Deputy Head of the Presidential Administration Dmytro Shymkiv report at the briefing on Sept 17.
Shymkiv noted that Ukraine had become an active player on the world political and economic arena, which demands completely new level of communications from the State institutions.
«English has become a key to mutual understanding with the world long ago. One cannot imagine a modern State without it,» he said adding that the Ukrainian President doesn’t need a translator at numerous international meetings and comprehensively promotes foreign languages studying. Particularly, the Program Go Global will be established.
Shymkiv reminded that the Head of the Presidential Administration of Ukraine Borys Lozhkin signed a decree, under which knowledge of English shall be obligatory for the appointment of new senior officials in the Presidential Administration starting from Oct 1, 2015.
On Jan 1, 2017, this regulation will be also related to senior officials that are already employed. Thus, they will have enough time to study and improve their knowledge of English during working hours and at no charge. In addition, officials with a good knowledge of English and respective certificate will have a 10% bonus to the salary. It should motivate staff to study foreign languages.
As to Shymkiv, today the Presidential Administration launches English testing of officials.
Assessment will be carried out by means of Cambridge English exam provided by Cambridge English Language Assessment.
Dmytro Shymkiv thanked Cambridge University for the provision of 300 such tests.
