06.04.2015 16:58 "Agro Perspectiva" (Kyiv) —
A key issue to be enshrined in the new Constitution is the balance and responsibility of all power branches, Government Portal says referring to the Ukrainian Prime Minister Arseniy Yatseniyuk report on Mon, Apr 6, at a meeting of the Constitutional Commission.
«Balance implies not only rights but also the responsibility of three government branches and a key institution the President of Ukraine,» the Prime Minister stressed.
Among the main principles of the new Constitution the Prime Minister also singled out an independent judiciary system: «This is the basis for a legal state».
As to him, the Constitution should also envisage decentralization: «granting additional rights, powers and responsibilities to local communities».
Yatseniuk named Poland exemplary for the reforms: «It has become one of the core countries of the European Union, not only due to the economic reforms, similar to those carried out today in Ukraine, but also due to a broad political reform called to amend the Constitution, the state government and state administration system».
