Ukrainian agrarians to bring planting material in line with European standards

The government has supported the initiative of the Ministry of Agrarian Policy and Food about amending the Law of Ukraine «On seeds and garden material,» which are necessary to harmonize the national legal framework with the requirements of the European Union and the World Trade Organization (WTO), ForUm reports referring to the Information-Analytical Bulletin of the Ukrainian Cabinet.
The bill, approved by the Cabinet of Ministers for review by the parliament, introduces the international terminology and classification and also implies the certification of seeds and garden material in accordance with the requirements of the Organization for Economic Cooperation and Development.
Industry experts say it will eliminate the barriers for the supply of seeds and garden material to Ukraine, improve the mechanism of arbitrage (expert) assessment of their quality, simplify the system of state control and identify the executive bodies and their powers in the implementation of national policies in this area.
Ministry of Agrarian Policy experts point out that integration of the EU standards and requirements in national legislation will strengthen the guarantees of openness, transparency and consistency of state control in the production of agricultural products, as well as ensure the social dialogue in this area. The realization of the initiatives of the profile ministry does not require additional expenses from the State Budget.
Prime Minister Mykola Azarov has repeatedly noted that our country is focused on the full implementation of the EU technical norms and standards. At the same time, we must understand that there is a need for development and adoption of thousands of new regulations and amendments to the thousands of existing ones that regulate the work of state bodies, business and civil society entities. This is an extremely ambitious goal, whose implementation will lead to global changes in the country.
