Potimkov: Business must know who has the right to inspect

Deputy Chairman of the Ukrainian State Service for Regulatory Policy and Entrepreneurship Development Olexandr Potimkov spoke about measures to improve public supervision and control at a briefing in the Cabinet Building on July 11, Government Portal reports.
The innovation outlined in the draft law «On amendments to some legislative acts to improve state supervision (control) and identify areas of economic activity that subject to state supervision (control)» are supported by the Government.
«The adoption of this law could create a revolution in the relationship between entrepreneurs and control authorities,» Olexandr Potimkov said.
The bill provides the definition of a single list of state control authorities, and the list of business line that can be controlled by the authorities.
«Today, no expert, no body can say how much we have a supervisory and control authorities,»Oleksandr Potimkov said.
The bill also provides to exclude application of entities as a reason for unscheduled inspections.
First Deputy Head of the State Service for Regulatory Policy and Entrepreneurship Developmentnoted that many extraordinary control measures initiated by unscrupulous competitors.
It must be proved in appeals of individuals that the employer’s violations resulted in property damage or violation of the constitutionally guaranteed right for safe and healthy working conditions, safety products and services and so on.
The service considers that it is reasonable to hold a comprehensive routine inspection of an entity during a calendar year together with all control authorities, which by law can perform such activities. And plans of such events must be published on sites.
In online access will be regulations, compliance with which is verified during the surveillance (monitoring). Also, checks of compliance with requirements of acts that had not provided free and free access entities will be prohibited. On the websites of state supervision (control) bodies will be posted general information about the results of inspections and identified common violations, clarify the content of the relevant requirements of the regulations.
In addition, Olexandr Potimkov drew the attention of the media that from July 1, 2013 came into effect a law that prohibits layoffs of entity without a court order. Inspector has no right to close the business.
