North Africa Shifts Toward Black Sea Supplies for Wheat Imports

According to the report of the USDA Grain: World Markets and Trade (July 2025), North Africa (Egypt, Libya, Tunisia, Algeria, and Morocco) accounts for approximately 15 percent of global wheat imports. In 2024/25 (July — June), global wheat trade contracted by more than 10 percent as China, Turkey, Pakistan, and other key importers purchased less from the global market. By contrast, North Africa saw imports rise by 1 percent as demand for this primary staple remained resilient. North Africa became a battleground for major exporters and increasingly sourced wheat from the Black Sea region. Russia has become the dominant supplier, supplanting market share primarily from the EU, while Ukraine has also seen expansion of market share. In 2024/25, Russia’s total wheat exports declined due to smaller supplies, however, shipments to nearby North African markets expanded. Russia seized the opportunity owing to smaller exportable supplies in the European Union. Notably, Russia garnered a near 50 percent market share in the region, with around 70 percent market share in Egypt, and was nearly the sole supplier to Libya. Russia exports to Tunisia are up 50 percent, while shipments to Morocco have more than doubled, offsetting reduced shipments from France (see the Morocco June 2025 Grain Update for further details). Ukraine’s wheat exports to the region continued to recover in 2024/25 from its sharp decline at the start of the Russia-Ukraine war. Ukraine strategically expanded to North African markets this year, capitalizing on geographic and logistical advantages. For example, Algeria became its third largest market, with exports nearly tripling over the past year. Meanwhile, Ukraine’s shipments to Tunisia rose by more than 50 percent, as EU exports there plummeted. As a result of reduced exportable supplies, EU market share to the region fell to just over 25 percent. Major exporter France, which experienced its smallest crop in decades, saw declines in exports to numerous markets, including Morocco and Algeria. The Algerian government has not included France in its wheat tenders over the past year, resulting in no shipments since July 2024.
